Atkinson CIP committee confirms department assignments, keeps Excel master file

The Atkinson Capital Improvement Program Committee met March 26, 2026, approved the Feb. 26 minutes and confirmed departmental assignments for committee members ahead of the fall CIP presentation.
The committee recorded that Paul Wainright was assigned as the committee’s BoS liaison. Members also assigned department update responsibilities: Karen McFadden to the Fire Department and Facilities (with Brian Boyle assisting on facilities consolidation); Karen Moss to the Library/Historical Society and Recreation; Treg Ogborn to Police, Town Administration and Emergency Communications (with coordination noted with John); Gene Rizzo to Cemetery and DPW; and Jeff Smith to Elder Services. The Community Center was listed as a separate category with its assignment still to be confirmed.
On record-keeping, the committee decided to retain the current Excel-based master CIP file as the working tool. Members will update the sections for which they are responsible and submit them for consolidation; Karen McFadden was identified as handling the consolidation with a final review/check to follow. The group agreed to keep the master file manageable and not overcomplicate the process.
On scoring and prioritization, members recommended a “managed by exception” approach: rather than rescoring every category annually, the committee will re-score only when there are material changes, new items, or specific exceptions. The minutes note that John volunteered to work on areas of improvement and will be included in future discussions.
Other procedural items included outreach to fill two open committee seats, an agreement that meeting minutes can be concise and rotate among members, continuation of the draft schedule and department-head update process with a target to complete work before the fall CIP presentation, and a reminder of next steps to finalize assignments and follow up with John and Paul on process feedback.
The committee scheduled its next meeting for April 23, 2026, at 6:00 p.m. at Town Hall. The minutes were submitted by Treg Ogborn on April 21, 2026.
