Versailles council approves emergency reconstruction of N. Steffin St., awards paving contract and signs off on EMS equipment and personnel changes

Steffin Street reconstruction an emergency and approved multiple contracts and personnel actions, including a $387,138 street paving award, a $50,000 RPR contract and a three-year Stryker EMS contract; the council also confirmed a new ambulance purchase and several appointments.
Versailles Village Council on May 13 approved a package of infrastructure and personnel actions, declaring an emergency to allow work on N. Steffin Street and signing contracts for street paving, project oversight and EMS equipment while confirming retirements and new hires.
The council declared Resolution No. 26-25 an emergency and approved it after a second and third reading, authorizing reconstruction of N. Steffin Street from East Water Street to East Main Street. Attorney Matt Pierron read the measure aloud before the vote; the motion to approve was seconded and passed by the council.
Council members also accepted Access Engineering Solutions' recommendation and awarded the 2026 Street Paving Program to Tom's Construction, Inc. with a bid of $387,138.00. In a related action, the council authorized a $50,000 contract with Access Engineering Solutions for Resident Project Representative services for the West Wood Street Area reconstruction project.
On public-safety equipment, the council authorized the Village Administrator and the Fire/EMS chief to enter a three-year agreement with Stryker for equipment and services. The village also reported that a new ambulance was taken delivery of May 11 in Van Wert at a total purchase price of $318,935; financing included a $170,000 loan from Greenville National Bank at 4.75% with the remainder funded from the EMS Fund.
Personnel actions approved included the retirement of Marie Rose as Utilities Administrative Assistant effective Aug. 4, 2026, the appointment of Julia Bergman to a Utility Clerk position on a six-month probationary period, and the appointment of Ryan Heins to Lineman II effective May 24, 2026.
Council also authorized the Village Administrator to pursue a 24-month natural gas aggregation contract through AMPO, Inc. for October 2026–September 2028, and approved Resolution No. 26-26 authorizing application for a Darke County Parks Grant to replace the Indian Creek Park baseball-diamond backstop.
The meeting included a brief executive session to consider the purchase or sale of property; council entered executive session at 7:41 p.m. and exited at 7:50 p.m. The session produced no public action beyond what the council recorded in open session.
Village Administrator Francis reported additional operational items and timelines: the Terry Street water tower was returned to service May 10 after an interior recoat and cathodic-protection work; Brian Bros. will begin exterior maintenance on Village Hall with an aim to complete by Poultry Days; AMP Transmission has finalized routing for a new 69 kV line and notification letters are being sent to affected property owners; and Ward Park pool preparations are underway with an opening planned for Memorial Day. The administrator also noted 31 applications were received for the Utility Clerk opening and that Rosecomb Phase II electric work and several water/sewer restoration projects are moving toward completion.
The council announced upcoming meetings for May 27 and June 10 at 7:00 p.m. at the Versailles Fire/EMS Station. The meeting adjourned at 8:21 p.m.
