Residents thank township for Hill Road delineators, raise drainage and utility-marker concerns

Mary Schulberger thanked the Township for installing reflective delineators on Hill Road while a developer works on road improvements, saying visibility has improved. Gary Bearns reported water crossing Hill Road onto his property from a blocked driveway pipe on property owned by Robert Mager; the Township contacted the owner, who stated he appeared willing to replace the pipe to correct the problem.
Resident Kim Gottshall asked for an update on the appeal of Judge Mellon's ruling in a matter referenced in the minutes. Township Solicitor John Rice said the matter is in litigation, that the Township and Rockhill Environmental Preservation Alliance have filed appeals to Commonwealth Court, and that the Township would not discuss litigation publicly; he advised residents to contact their own attorneys for details. Ms. Gottshall also asked whether PPL must notify the Township when it places tree markers. Township staff replied the Township does not receive notification for tree maintenance in the right-of-way and advised residents to contact PPL if markers appear on private property; staff also clarified that the right-of-way for Rockhill Road is measured 16½ feet from the centerline.
Next steps: Township staff will follow up on the reported drainage issue and residents were advised to contact PPL or their attorneys for utility and litigation questions respectively.
