East Rockhill Board adopts records-destruction resolution, awards paving contract and rejects municipal office renovation bids

At its July 23 regular meeting the East Rockhill Township Board of Supervisors approved a set of routine administrative actions and several notable motions. On a motion by Member Jim Nietupski, seconded by Vice-Chair David Nyman, the Board approved payment of unpaid bills dated June 21, 2019 in the amount of $234,149.41. The Board also approved minutes from June 20 and June 25, 2019 and acknowledged multiple departmental reports, including the Pennridge Community Center, Pennridge Wastewater Treatment Authority and the Pennridge Regional Police Commission.
Township Manager Marianne Morano presented a draft resolution authorizing destruction of specific municipal records under the Municipal Records Manual; the Board adopted Resolution 2019-06 on a motion by Nietupski, seconded by Nyman. During the meeting the Board accepted a resignation from elected auditor Nicholas Kalams; Bucks County Board of Elections will be notified.
On capital and procurement matters, the Board awarded a paving overlay contract for Azalea Court and Holly Drive to Blooming Glen Contractors for a not-to-exceed amount of $96,996.00. The Board approved an authorization voucher for Wood’s Edge Subdivision (Voucher No. 8) in the amount of $342.01 for construction observation/escrow administration, and approved the purchase of an alarm-dialer replacement not to exceed $1,500.00 for public-works operations.
Regarding a proposed municipal office addition and renovation, staff reported the four prime-contractor lowest bids totaled $797,000. The Board voted to reject the bids and authorized revised bid documents and rebidding to seek lower or revised proposals.
Solicitor John Rice presented a Stormwater Operation and Maintenance Agreement and a Unilateral Declaration of Covenants for tree protection for 1888 West Rock Road; the Board authorized the Chair to execute the documents for Keith Bonner. The meeting adjourned into Executive Session at 8:03 p.m. to discuss real estate.
Why it matters: the Board’s decisions affect township operations and near-term capital projects — paving for neighborhood streets was awarded, record-retention procedures were advanced, and staff will rebid a major renovation after initial bids exceeded staff estimates.
What’s next: staff will provide rebid documents for the municipal office project, the Perkasie Regional Authority can provide hydrant-location data on request, and Bucks County will be informed about the auditor vacancy.
