East Rockhill supervisors review 2020 preliminary budget, discuss $175,000 quarry consulting allocation

Vice-Chair Gary Volovnik called the special budget meeting of the East Rockhill Township Board of Supervisors to order at 6:17 p.m. on Oct. 22, 2019, at the Township meeting room in the East Rockhill Township Municipal Building in Perkasie. Present were Chair David Nyman, Township Manager Marianne Morano and Public Works Director Jeff Scholl.
The board reviewed the proposed 2020 General Fund budget and discussed consultant expenses related to the Rock Hill Quarry. The board recorded that consultant expenses “in the amount of $175,000.00 have been allocated.” No formal vote or other action on the General Fund was taken at the meeting.
On the proposed Open Space Fund budget, the board recommended a transfer of $100,000.00 to the Open Space Maintenance Account for future park projects, described in the draft as allowed under House Bill 1523. Meeting notes also state that Keystone Tax Collections Group indicated the Earned Income tax assessment cannot be suspended. That recommendation was recorded but not formally approved at the session.
The board discussed the proposed Sewer Fund budget, noting a proposed $40.00 annual increase to offset expenses related to the Pennridge Wastewater Treatment Authority’s approved budget. The discussion was recorded as a proposal; the board did not take formal action on the Sewer Fund at this meeting.
The board also reviewed the Capital Improvement Fund, Building Debt Fund and State Aid (Liquid Fuel) Fund budgets. Those funds were discussed and no formal actions were recorded during the work session.
On a procedural motion, Vice-Chair Gary Volovnik moved to adjourn the budget work session; Chair David Nyman seconded the motion. With no additional discussion, the meeting was adjourned at 6:47 p.m. The minutes were respectfully submitted by Township Manager Marianne Morano.
The board’s discussions will be reflected in the preliminary draft budget documents; the transcript records recommendations and proposed fee changes but no formal approvals were made at this Oct. 22 meeting.
