Board approves several Scenario Five facility contracts, including Calonia emergency power upgrade

The East Cleveland City School Board on April 13 approved a slate of facility contracts tied to the district’s Facility Master Plan (Scenario Five), which the board adopted last year. Administration said the projects are funded from the district’s general fund under the scenario the board previously approved.
The board approved an emergency power upgrade at Calonia Elementary, justified by administration as necessary because the existing system is at the end of its useful life and had partial failures during recent storms. Administration said the work will reduce school closures during outages. The board was told the Calonia electrical contract amount was below the preapproved estimate; administration noted consortium purchasing rules were used to identify vetted vendors.
Trustees also approved repaving and parking-lot repairs for Calonia Elementary and concrete repairs (sidewalks and three stairways) at Kirk Middle School to accommodate additional students being moved into that building. Board members asked whether multiple quotes had been obtained; administration said multiple estimates were collected and the chosen vendors were the lowest responsible bidders through the Ohio Schools Council consortium process.
Finally, the board approved replacing the hot water system at the Prospect administrative building, which administration said was at the end of life and required replacement of the tank and associated piping and vents. Administration emphasized that many of the repairs across buildings are “end-of-life” replacements and that prior estimates for Scenario Five were set when the plan was adopted.
Board members asked about transparency and whether contract documents and quote comparisons could be made available; administration said procurement followed board policy and committee review and offered to provide additional documentation to the buildings and grounds committee.
All contract motions were moved, seconded and passed by online vote during the meeting.
