East Cleveland board to formalize onboarding, committee plans and board norms

Stephanie Steedmar Walls, president of the East Cleveland School Board, opened a governance discussion at the board's Feb. 9 meeting focused on onboarding, committee assignments and reaffirming shared governance expectations.
Dr. Pedigrew presented an Ohio School Boards Association (OSBA) checklist and an exemplar year-long committee work plan intended to guide new members and align committee deliverables with district priorities such as academics and attendance. He said the materials are intended as a guide rather than a fixed rule and recommended each committee prepare a year-long plan and brief the full board on committee findings.
Board members discussed producing a board handbook and adapting the exemplar materials the board received, including documents previously provided by an attorney and a packet referenced from “Pebble and Wagner.” Members agreed to review the materials and to schedule a work session to finalize norms and onboarding details.
President Steedmar Walls emphasized roles and responsibilities, saying the board governs, the superintendent leads operations, and the treasurer leads fiscal stewardship. The board agreed to meet with consultant Deborah Keys at a work study on Feb. 21 to tailor norms and follow up at a future work session on the status of the district’s ‘scenario five’ facility plan.
The board did not vote on these governance items; members directed staff to circulate materials, finalize a schedule and prepare for the upcoming work session.
