Hardin County resources committee to send revised holiday-pay policy to fiscal court

The Hardin County Resources Committee reviewed a rewritten holiday-pay policy that staff say clarifies wording and administration but does not change existing pay intent except to explicitly separate rules for emergency medical services, which work 24-hour shifts.

Sarah Joe presented the revised draft and said the rewrite was intended to simplify the policy for employees and administrators. "You should not have to have an attorney read your policy to be able to know whether or not you get holiday pay," she said. She and others described the edit as grammatical and structural, not substantive, with the primary substantive carve-out addressing how EMS receive holiday pay because EMS work 24-hour shifts.

Committee discussion noted that several departments provide 24-hour coverage (911, animal control and the detention center) but do not operate on 24-hour shifts; the policy distinguishes those work arrangements for payroll administration. Committee members said last month's determination that the change has no financial impact on the budget still stands, and that Jenny (legal review) has since reviewed it.

Staff asked that, following legal review, the item be placed on the next fiscal court agenda for formal consideration. The committee did not take a final vote at the meeting; the next procedural step is placement on the fiscal-court agenda for a formal action by the fiscal court.

The committee adjourned with no further action on the policy at this meeting.
