Staff reported bids received Nov. 1 for the Area 7 flood mitigation project and recommended the low bid from Wilcom Excavating. "The low bid from Wilcom was $2,435,158.83, which is what we'd recommend moving forward with for that project," staff said.
Council members asked about unfamiliar bidders and whether companies such as Rock Road and Wolf Paving have local footprints; staff explained Rock Road is based in Janesville and is a sister company to Wolf Paving and has been bidding more underground-utility work in the area.
The board moved to approve the award to Wilcom Excavating; the motion passed by voice vote.
