Motion to hire recommended police candidate fails; council approves retroactive appointment of code enforcement officer

The Union City Borough Council did not approve a full-time police hire July 9 after a motion to appoint recommended candidate Kenneth Fye failed for lack of a second and therefore died.
Police Chief David Pernice had recommended hiring Kenneth Fye after Fye passed civil service testing and background checks; the minutes record that the chief had "nothing but good comments about him." Councilor Steadman moved to hire Fye, but no member seconded the motion and it was not considered further at the meeting; Chief Pernice asked at the meeting why the motion died but no councilor provided a reason and the subject is to be discussed at a future meeting.
Separately, the Personnel Committee recommended Mark Zigler for Code Enforcement Officer. Councilor Osborn moved and Councilor Joyce seconded a retroactive motion to appoint Zigler; Councilor Uber opposed because he felt the officer should reside in the borough. The motion carried.
The minutes note that Zigler is available to begin training July 12 and to begin official work July 29; the borough will provide virtual iWorqs software training ahead of the start date. The council did not record salary or compensation details in the retroactive appointment motion.
