Union City Council approves sinkhole repairs and awards Devereaux Park trail contract

The council accepted Mansfield’s low quote of $5,000 to "repair/replace/reconnect pipe at sinkhole in Municipal Lot #1," with the borough agreeing to provide the pipe and fittings at an estimated cost of $5,000. Councilor James Kerns made the motion and Councilor Steadman seconded; the motion carried unanimously.
Streets Supervisor Bob Phillips told council crews had placed 400 gallons of dye into a storm drain near Hogan’s Alley and that "it is getting into the sanitary lines that go to Municipal Lot #1." He said the borough is arranging camera inspections of the lines and recommended running the camera farther toward the Salvation Army to identify underground conditions before further repairs.
Separately, bids were opened for the Devereaux Park/French Creek Trail project. Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved to award the project to Vavala Concrete; Councilor Steadman seconded, and the motion carried unanimously.
The minutes show council considered two quotes for the sinkhole repair — McLallen Construction at $6,800 and Mansfield at $5,000 — and chose the lower Mansfield quote. The council’s approval included the condition that the borough provide necessary pipe and fittings pending no additional problems.
