Union City Council approves $14,500 emergency stormwater pipe replacement after sinkhole

Councilors on the Union City Borough Council voted July 9 to approve emergency stormwater repairs after inspectors found deteriorated galvanized pipe and a sinkhole behind 98 East High Street.
Streets Supervisor Bob Phillips reported that a camera inspection showed the first 50 feet of pipe heading south from East High Street were cement and in good condition but roughly 90–100 feet of galvanized pipe had severe deterioration and that the inspection camera fell into the damaged section. Mansfield submitted a quote of $14,500 to replace the galvanized run with plastic pipe. Councilor Steadman moved to approve the $14,500 repair, Councilor Kerns seconded, and the motion carried unanimously.
The council also authorized Mansfield to cut concrete and open a second sinkhole in Municipal Lot #1 to determine the underlying problem, spending up to $6,000 after first contacting McLallen Construction for a price and earliest availability; that motion also passed unanimously.
Council members said the borough will pursue the repairs promptly. Streets Supervisor Phillips said earlier stabilization work at Bentley Run had been completed but recent heavy rain washed away topsoil and grass seed and that seeding would be replaced.
The council did not record additional contingencies or a staggered payment schedule in the motion. The motions specify contractor selection and spending limits but leave timing and implementation details to borough staff and chosen contractor.
