Department staff advised the council that construction scheduling and specific work (for example, targeted trench lining or cross‑country elements) would be coordinated with the contractor following award. Council members asked about timing, inspector assignments and potential impacts on sewer and water rates. Staff said construction payments will not be due until after construction and that staff will return with estimates of future rate impacts to inform residents ahead of any rate changes.
