Budget briefing: Jefferson committee flags copier overage, grant limits on counselor pay

At the June 9 committee meeting, the finance presenter reviewed year-end figures and highlighted two items the board asked staff to follow up on: a recurring photocopier overage and the limits of the EASE grant for counselor funding.
Officials reported that Jefferson's photocopier use exceeded the contract's projected monthly counts: the presenter cited an actual black-and-white monthly print volume of about 17,000 pages versus an estimated 6,000, and proposed moving projections toward a 10,000/6,000 average and exploring print-management software (paper cut) to reduce unpinned printing and protect student records.
On grant funding, the presenter told the board that federal/state grant rules generally require grants to supplement—not supplant—existing district-funded positions. Jefferson had been awarded about $67,000 from the EASE grant to support a guidance counselor but has received about $33,000 so far; the transcript records discussion of a locally budgeted $120,000 line and a possible additional $30,000 request for the next school year. The presenter said that if the board’s local budget places that counselor into a permanent district cost center, grant funds could no longer be used to pay salary.
The finance presenter also said the district expects a reimbursement described in the meeting as "about $10,47"; staff indicated they expect a reimbursement but will confirm the exact amount and timing. Officials said they will provide final FY26 numbers in the first week of July once interlocal billing and outstanding invoices are reconciled.
The board took no new budget action at the meeting beyond directing staff to continue pursuing grant opportunities and to provide updated year-end figures to the board.
