Prairie Grove council adopts parking rule change, approves two rezonings and updates animal-shelter contract

The Prairie Grove City Council on Aug. 19 approved a set of ordinances changing on-street parking limits, rezoned two parcels and signed off on an administrative update to the city's contract with the Friends of the pound.

The council voted to amend the parking ordinance to replace the prior 48-hour/weekend construct with a 72-hour limit for stationary vehicles and a requirement that a vehicle be moved at least once every 24 hours to prevent long-term street parking. The change, council members said, is intended to reflect how residents use weekends and to reduce time-consuming enforcement work for police. "The 48-hour window ... doesn't line up," the chair said during debate, arguing the revised timing is easier for residents and officers to administer.

Why it matters: Council leaders said the longer three-day window should reduce enforcement burdens and better match residents' customary travel patterns while limiting vehicles left in the public right-of-way for extended periods.

Council action on land use: The council approved two separate rezoning ordinances. The first concerned property at 1080 South Mock Street (the DI Malls parcel). Planning staff told the council that a May 6 public meeting and the city's comprehensive-map process led to confusion for at least one landowner. Property owner Frankie Dimos told the council he learned about the rezoning indirectly and said he had not received notice of the hearing. Council members and planning staff discussed state public-notice requirements and whether allowing a protest in this instance would set a precedent; the council approved the rezoning with one abstention recorded.

The council also approved a rezoning for land at 11250 Little M Road owned by Joseph and Elizabeth Mitchell. The Mitchells said a portion rezoned to A1 (agricultural) would be used for a vegetable farm and possibly an on-site farm stand; council members said the vote reflected their view of the property's best long-term use.

Friends of the pound contract: Council approved a resolution updating the existing contract with the Friends of the pound to meet tax-audit reporting needs; staff said the resolution makes administrative updates only and does not change services.
