Jason reported that the 18th Street Southeast storm‑sewer installation is complete and that a walk‑through scheduled for the afternoon will determine when the street can reopen. He said storm‑sewer and infrastructure work at Crossroads Commons continues and that downtown traffic‑signal work has been delayed during Ice Cream Days; crews are encountering unforeseen subsurface conditions that must be resolved before pole bases are poured. Jason also said signal poles expected in November have already arrived, which could accelerate certain tasks once subsurface issues are addressed.
Councilmembers discussed forming a committee to research tax abatements for apartments and other incentives. Members suggested including councilmembers who oversee finance matters and that an administrative committee would research options and return recommendations to the full council for discussion.
Separately, a council speaker reminded the public that fireworks are allowed on July 3–5 from 9:00 to 11:00 p.m. on private property only and asked residents to clean up and be mindful of neighbors.
