On financing, staff said the main municipal bond bank's spring application window had recently closed, which would likely delay borrowing to the fall. An alternative lender (referred to in the meeting as "Northeast Bank") indicated it could offer municipal financing with flexibility to repay early, though possibly at higher rates. The board directed staff to place Sebago Tech's proposal on the next meeting agenda for further review and to continue working with potential lenders on timing and terms.
