Residents tell Cabot council construction at 2040 West Maine is disrupting neighborhood; ask for ordinance changes

Huffman urged the council to add proposed ordinance changes to limit construction hours, mandate dust‑control measures (water sprays and erosion control) and require safety barriers for deep excavations near residential property lines.
Another resident, Rich Theo, supported Huffman’s account and added concerns about a 25‑foot cliff created by excavation adjacent to homes, the proximity of C3 zoning to R1 residential lots and apparent gaps in plan submission and oversight. Theo asked council to review setback requirements and enforcement tools for future commercial projects.
Council response and enforcement history: Council members said officers had been dispatched on multiple nights and that the city had requested enforcement visits; staff reported only limited responses to date. Council members asked staff to add the residents’ proposed measures to a future agenda for formal consideration.
