Councilmember asks Planning Board to tighten valet parking rules; board agrees to draft code language

Councilmember Lauren Letizia told the Planning Board on April 9 that valet parking has become more common in town and that residents and businesses have questioned where vehicles are being parked and which properties are used for storage.
"It is not just one business; it is happening more and more, and they are getting many questions about it," Letizia said. Mayor Raymond Arroyo said the key issue is location: if valeted cars are stored on private property it is primarily a zoning question and they should not occupy public parking spaces.
Board Planner Ed Snieckus recommended addressing valet operations through the Administrative Code, including circulation patterns for drop-off and pick-up; he added that such programs often require an annual permit. Michael O’Rourke and William Martin said valet service is an accommodation for customers and discussed how zoning or licensing could regulate it. The board agreed Snieckus would draft language and provide it to the Borough Attorney and Governing Body for the April 21 meeting, then return the draft to the Planning Board for recommendation and possible adoption.
No formal ordinance was introduced at the April 9 meeting; the action is a staff direction to prepare draft regulatory language for Governing Body review.
