Planning Commission denies Tresco land‑development filing; says Plant Road must be deeded and easement recorded

Salem Township’s Planning Commission unanimously denied the Tresco land‑development application on Feb. 4, 2026, ruling the submission administratively incomplete because the owner listed on the application—"Tresco Companies"—is not the property owner of record.
Solicitor Ryan Thomas told the applicant’s representative that ownership must be shown correctly: the property is owned by Tresco Paving Corporation and the application must include the signature of the owner or authorized officer with the appropriate title. Without accurate ownership information the Solicitor said the application could not be accepted as complete.
Commissioners then reviewed a related, previously tabled lot-consolidation item. The commission advised the applicant that Plant Road (Tax Map Parcel 57‑04‑00‑0‑184) is currently owned by Damimo Storage and cannot be extinguished or consolidated without a deed transferring the parcel to Tresco Paving Corporation. The commission also said a recorded easement between Damimo and Tresco is required so that Parcel 57‑04‑00‑0‑005 is not landlocked; that easement must be provided to the township as a condition of any future approval.
The commission recorded the denial and listed follow-up items for the applicant, including providing the corrected owner name and signature, a recorded deed transferring Plant Road to Tresco Paving Corporation and a recorded easement for access; the commission will reconsider the application once those documentation items are submitted.
