Rezoning and preliminary plan for The Estates at Miller Farms tabled pending traffic and water-service review

The Canal Winchester Planning and Zoning Commission voted to table a rezoning and preliminary development plan for The Estates at Miller Farms (ZM-25-002 and PDP-25-003) at the Jan. 12 meeting so the applicant can address staff concerns about traffic, utilities and plan details.
The application proposed rezoning 112.3 acres at 5593 Hayes Road from EU (Exceptional Use) to PRD (Planned Residential District) and a preliminary plan for 282 single-family lots. Staff reported multiple requested deviations from subdivision and zoning standards (lot sizes, reduced setbacks, increased lot coverage, driveway widths and reduced percentage of side-load garages), and said a traffic study was not provided with the application, preventing evaluation of impacts on Hayes Road (a County minor arterial with a 55 mph non-posted limit). Staff also flagged a water-service reliability issue: the proposed lots would rely on a single dead-end water line that would serve more than 600 residential units when combined with neighboring approved phases, and recommended extending a new waterline down Oregon Road to serve the southern portions of the proposal.
Applicant representative Andrew Bowsher said a traffic study had been completed and was under review by the City Engineer and that the applicant would work with staff to address deviations and trail connectivity. Commissioners and staff emphasized the need for a formal traffic-impact study, clearer commitments on open-space amenities and pedestrian connections, and engineering solutions for water reliability before the application returns to the Commission. The Commission voted to table ZM-25-002 and PDP-25-003 to a future meeting to allow time for revisions and for regulatory review.
