The Planning and Zoning Commission voted Jan. 12 to recommend City Council approve the Final Development Plan for Miller Farms Subarea A (FDP-25-011), a 36.2-acre residential subarea proposing 118 single-family lots.
Staff reviewed lot size and street-width requirements, sidewalk placement, required tree plantings and mounding to screen street frontages, and utilities. Key staff conditions included revising architectural standard Line 7(x) to clarify porch depth and projection language, providing sidewalks on both sides of a stub street leading to Subarea B, completing Oregon Road frontage widening prior to issuing building permits for Phase 2 (south of Lisle Ditch), recording public access easements for open spaces and multi-use paths, dedicating additional right-of-way on Oregon and Hayes Roads prior to occupancy, and cooperating on tax-increment financing and New Community Authority arrangements as described in ORD-24-034.
Rockford Homes representative Jim Lipnos said public infrastructure for Phase 1 and Phase 2 would be completed in sequence and that utilities would extend from Wilson Drive. On a motion by Rick Deeds, seconded by Eileen Goodin, the Commission recommended City Council approve FDP-25-011 with the eight staff conditions; the motion passed 5–0.
