Committee approves family cemetery special permit, conditioning work on state drinking-water approval

The Development & Government Relations Committee on June 15 voted to approve a special permit for a proposed family cemetery at a Feney Road property, but conditioned the approval on receiving the Massachusetts drinking-water program’s review and any required state approvals.
The committee opened a public hearing on the application from Allen Finny and reviewed supporting documentation, including a letter from Board of Health Director Colton Guerrelli dated June 12 and a survey plan from a professional surveyor. The materials reported that two deep observation pits showed no indications of groundwater, ponding or redox conditions.
Staff and board-of-health materials were still awaiting comment from the state drinking-water program (MassDEP drinking-water). Committee members agreed to approve the special permit contingent on that state review and to forward the committee report to the full City Council for final action the next day.
What happens next: The project remains on hold until the state drinking-water program provides any required approval; the committee’s favorable report will be considered by the full Holyoke City Council at its next meeting.
