Kootenai County commissioners approve series of routine contracts, transfers and facility maintenance

Kootenai County commissioners on June 16 approved a package of routine contracts, intergovernmental agreement updates and facility projects during their business meeting.
The board approved payables for June 8–12, 2026, and jury panel payments of $1,433.13. Commissioners also approved a contract with Dirty Bird Car Wash for sheriff’s fleet services at $13 per car per month for unlimited washes after Lieutenant Will Clinkface presented the recommended option and noted legal review.
Captain Kevin Smart described two law-enforcement agreement updates: one for security at State Line Speedway adding additional event dates and a cancellation caveat, and another with the U.S. Forest Service changing billing to monthly and adding internal tracking of patrolled areas. Both amendments were approved.
The board approved a five-year NEOGOV maintenance agreement presented by Brandy Bradley to consolidate contract dates and avoid a proposed 12% increase. The board also approved a Schindler elevator service agreement to cover three elevators in the Justice building expansion after the initial one-year vendor service expires.
The Auditor’s Office requested, and the board approved, a Title III reimbursement transfer of $24,971.79 into the sheriff’s Title III account following the required 45-day public notice and no public objections.
Finally, Director of Building and Grounds Jeff Bowler presented two proposals to use restricted juvenile corrections funds to re-roof the juvenile detention center ($86,936) and install seamless gutters ($8,698); both purchases were approved. Public comment was solicited and none was offered before adjournment.
