Commissioners plan to decline inclusion of county cemetery in Post Falls urban renewal district

Chair Ro Duncan told the board that Post Falls and its urban renewal authority had asked whether county-owned property — specifically a cemetery at 6301 East Seltice (recorded in the meeting as East Salt) Avenue — should be included in a proposed East Seltice (East Seltice/Seltice) Urban Renewal District.
Staff explained that the county cemetery is tax-exempt and therefore would not generate tax-increment financing for the urban renewal area, but inclusion would subject the cemetery to the city's land-use regulations rather than county land-use code. Commissioners expressed concern about potential impacts and said they did not want the cemetery’s management to change or to be encumbered by city regulations.
Commissioner Mark commented that the cemetery is important and he did not want it "to get messed up." The board directed staff to prepare a letter telling Post Falls the county is not interested in inclusion, circulate the draft to the board for signature, and return with any further questions for consideration.
No formal action was taken beyond directing staff to prepare the response.
