City unveils outreach plan for Comprehensive Plan and seeks nominations for 14-member advisory committee

City planning staff on Jan. 5 updated the Board of Aldermen on the Manchester Comprehensive Plan process and proposed a Community Advisory Committee to guide public engagement.
Director Andrea Riganti said consultants have distributed outreach materials — pamphlets, postcards and surveys — and are analyzing existing conditions such as land use, demographics and transportation to form the factual basis for public engagement. The staff memo described a proposed 14-member Community Advisory Committee and urged each ward to submit recommended members by Feb. 9; the board will consider a final slate on Feb. 15. The memo includes a draft Memorandum of Understanding that clarifies member responsibilities and asks members to commit to attending a minimum of four meetings.
Riganti said the CAC will help shape community planning and provide regular feedback but will not make final decisions; no community meetings will be scheduled without consulting the CAC to align outreach with residents' needs. Alderwoman Huether asked follow-up questions on the nomination process and how to approach potential candidates; Riganti advised using a cover letter with a ward-specific message and including the MOU when recruiting.
Staff said additional engagement materials and a project website will be launched in the coming months and that regular updates will be provided to the board.
