Glendora trustees receive updated contract with Charter Oak Unified to add student-success language, data safeguards

Library services manager Cindy Romero presented proposed updates to the 2018 professional library services agreement between the City of Glendora and the Charter Oak Unified School District. Romero said the district asked for an updated contract earlier this year and staff revised it to incorporate the state’s Youth Literacy Act — also referenced as the Student Success Program, effective January 2026 — along with confidentiality provisions, revised staff titles and updated reimbursement rates.
Romero said the updated agreement assigns responsibilities for both parties: city staff will collaborate with district staff, provide digital library-card information, support outreach events, make electronic resources available and share aggregate program-participation and outcome data; the district will distribute digital-card information, provide aggregate student participation/outcome data for evaluation and facilitate professional development for its staff. Romero stressed that any student-related data sharing will be aggregate to protect privacy.
"Because of the opportunity of this new initiative ... we updated [the agreement] further to be able to include some student success language," Romero said. She added that pending approval by both the city council and the school-district board, the agreement would be effective July 1, 2026.
Trustees asked how data sharing would be handled. Romero said past work with a single school site produced aggregate before-and-after summer-reading outcomes (no student-level records) and that future measurements would be similarly aggregate. Trustee Lang pressed for clarity about what would be shared; Romero reiterated the intention to exchange only aggregate participation and outcome data with confidentiality protections in the contract.
The board moved to receive and file the report on the updated Charter Oak agreement; the motion carried unanimously, 5–0. Trustees did not authorize changes to the master agreement beyond receiving and filing the proposed updates; final approvals remain with the City Council and the Charter Oak Unified School District Board.
