Select Board raises tire-recycling fee, schedules ACO interview and hears library renovation plans

The Andover Select Board on Dec. 9 voted to increase the town tire-recycling fee to $4 per tire effective Jan. 1, 2026, scheduled an interview for an Animal Control Officer applicant, and received a library report on planned basement improvements and donated furniture.
Chair Brian Mills moved to increase the transfer station tire-recycling fee to $4 per tire; Justin Thacker seconded and the motion carried. The board recorded that a transfer station staff member (Mark) had recommended at least $4 but noted the full discussion is available on the meeting tape.
Janet Farrington, the town librarian, told the board the library trustees intend to apply for grants to improve the downstairs and to repair the top landing. Farrington said trustee Paul Hutchins offered to do the landing work for $150 and that trustees have a donation of replacement chairs and tables. Mills said the town can store the donated furniture at Town Hall and reminded that any town contractors must provide liability insurance before hiring.
The board also voted to interview an applicant for the Animal Control Officer position on Dec. 16 at 4:30 p.m.; the motion was carried, and no hiring decision was made at the meeting.
Other business: discussion of the Victualers & Lodging Policy was deferred to the next agenda because of the shortened meeting, and the board set a Jan. 20, 2026 workshop with employees to review the Personnel Policy Ordinance.
What happens next: the tire-fee change takes effect Jan. 1, 2026; the ACO applicant will be interviewed Dec. 16; library trustees will pursue grant applications and report back as projects develop.
