Andover seeks state reimbursement after Abbott Bridge washout repairs

Select Board Chair Brian Mills told the board Dec. 2 that he has been in communication with Maine Department of Transportation about the Abbott Bridge washout during the FEMA storm and that MDOT initially investigated the wrong bridge. Mills said he will forward photos and documentation of the work Swasey performed on the Abbott Bridge and related culvert repairs and urged the state to reimburse the town for those costs.
"They were on the wrong bridge and now acknowledge Abbott Bridge by Crossroads as a State bridge," Mills said, adding that state trucks had been observed on site previously and a guardrail had been left in a field for two years, which he said supports a reimbursement claim. The board discussed documentation and the possibility that MDOT will cover costs because the structure is a state bridge rather than strictly municipal responsibility.
No formal action or vote to file for reimbursement was recorded during the meeting; Mills said he will continue to follow up with MDOT and forward the repair photos and information to state representatives. The board also asked Justin Thacker to check with contractor Swasey on delivery details for fill and culverts mentioned elsewhere on the agenda to verify whether material removals or deliveries were part of a county or town road project.
