BPW awards $42,435 mechanical contract and $21,657 meter purchase for plant gas‑piping replacement; total project budget set at $80,000

BPW staff briefed commissioners on SEMCO Energy’s proposal to replace and retire the natural gas pipeline that serves the Washington Avenue Generation Facility and described the BPW’s necessary scope to connect to the new distribution. Because parts of BPW’s exterior piping penetrate the foundation and have been exposed to soil and weather for decades, staff recommended replacing those exterior sections and modifying internal piping and meters to maintain accuracy after SEMCO consolidates three outside meters into one.
Bids were solicited and Northern Boiler Mechanical submitted the low bid for the mechanical installation portions of the project (Scope Items #1 & #2) at $42,435. Forberg Smith Process Solutions was sole‑sourced for four replacement internal gas meters at $21,657.88. Staff recommended awarding the mechanical contract to Northern Boiler Mechanical and the meter purchase to Forberg Smith, and requested a total project budget of $80,000 (the FY2026 CIP included $70,000), with a requested $10,000 budget amendment to cover contingency and related costs.
Commissioner Cooney moved and Commissioner Walters seconded approval of the contracts and budget; the motion carried with all voting aye.
