Zeeland BPW approves up to $30.6 million in energy purchase commitments for 2028–2031

The Zeeland Board of Public Works on Feb. 10 authorized staff to commit to a series of short‑term energy purchase transactions through the Michigan Public Power Agency intended to hedge open positions for calendar years 2028–2031. Power Supply and MPPA staff presented a portfolio of on‑peak, off‑peak and around‑the‑clock products, with a combined not‑to‑exceed cost of $30,628,842.40.
Power Supply & Market Operations Manager Mulder and MPPA advisors said the recommended purchases align the BPW’s hedged position with the agency’s Stability Plan and the BPW’s Energy Risk Management Policy. The recommended volumes include on‑peak and off‑peak blocks for 2028 and 2029 and around‑the‑clock (7x24) purchases for 2030 and 2031; staff presented estimated energy volumes, average $/MWh prices and the projected share of forecasted load covered by each transaction year.
Commissioner Cooney moved to approve the recommendations and Commissioner Walters seconded. The motion permits the BPW Member Authorized Representative or alternate to authorize MPPA to execute the transactions once sufficient member authorizations and City Council concurrence are obtained; the Board approved the action, with all voting aye.
The approval directs staff to return the action to the Zeeland City Council for consideration on Feb. 16 as required by BPW policy for multi‑year transactions beyond the prompt year. The purchases, if executed, will be for financially firm energy with physical delivery to the MISO Michigan Hub in the Day‑Ahead Market and are subject to the not‑to‑exceed limits adopted by the Board.
