Foundations for Recovery seeks fairgrounds for Recovery Day fireworks; commissioners weigh insurance, fees and logistics

Foundations for Recovery asked the Decatur County commissioners for permission to use the county fairgrounds for a Recovery Day and fireworks event to mark National Recovery Month. The organization sought a September 5 date, use of restrooms and electric access, and a possible fee waiver because fireworks and event costs are sponsor-funded.

Chris, who identified himself as executive director of Foundations for Recovery, described the nonprofit’s two recovery houses and said past fireworks at other sites have raised safety concerns as attendance has grown. He said the group would supply vendor/resource tables, bands, and food trucks, and that fireworks would be funded by sponsors; Foundations for Recovery expected modest fundraising revenue (about $1,000 historically).

Commissioners discussed logistical details and county fees: the farm-and-home building (including restrooms and a stage) carries a $500 rental rate ($250 for 501(c)(3) nonprofits), the midway rental is $100 (or $50 for nonprofits), and together these uses could cost about $300 at nonprofit rates. Commissioners noted a full fairgrounds rental is substantially higher. They also discussed insurance timing (a certificate typically available 60 days before an event) and safety coordination (fire inspectors, on-site tankers) and cautioned against setting a precedent of waiving fees without a policy.
