One commissioner raised concerns about federal single-audit exposure and costs if federal awards to the county exceed the standard audit threshold, noting, “if you receive $750,000 four years in a row, we’ll have federal grants” and pointed to audit costs cited in the meeting (estimates ranged from roughly $30,000 to $100,000 depending on scope). The board discussed whether the bridge project or related awards could push the county into that territory.
Despite concerns, commissioners said the audit risk should not block pursuing needed infrastructure. A motion to approve the agreement and authorize staff to apply for the grant carried by voice vote.
The board directed staff and at least three commissioners to meet with county financial staff and the county attorney to clarify accounting and audit responsibilities before finalizing award acceptance and contracting.
