Afton City Council on June 15 accepted a $7,121 NOPEC Energized Community Grant and moved immediately to suspend the rules and adopt the ordinance to meet grant timing.
Director Stone told council the grant would be applied toward HVAC control upgrades at a community center to cut energy costs and improve system efficiency, describing the investment as an upgrade to controls installed when the facility was constructed in the early 2000s. "This will just defray the costs," Director Stone said, adding the new controls will allow the system to manage energy more efficiently.
Council members described the NOPEC grants as recurring funds tied to the city's gas aggregation program and said the money has historically been used for energy-related projects such as lighting at bus stops and solar street lights. Because the grant deadline fell before the council's recess, members voted to suspend rules and adopt ordinance 66-26 that night.
The ordinance was approved by voice vote; council recorded no opposition during the motion to suspend and adopt. Administration will apply the NOPEC funds per the mayor's direction and report back on implementation.
