Nonprofit seeks Decatur County fairgrounds for recovery-focused fireworks event; commissioners weigh fee waiver

Foundations for Recovery asked Decatur County commissioners on June 15 for permission to host a Recovery Day and fireworks show at the county fairgrounds on Sept. 5, tying the event to National Recovery Month and seeking a fee waiver or reduced rates for the nonprofit.

Chris Ulie, executive director of Foundations for Recovery, told the board his group operates two men's recovery residences and typically hosts an annual fireworks show; this year the organization wants a larger public event with live music, resource tables and food trucks. Ulie said sponsors would cover fireworks costs and that the organization carries a $1 million liability policy for past events and could provide a certificate of insurance 60 days before the date.

Commissioners discussed safety measures—fire department presence, pre-soaking grounds and inspection—and reviewed facility pricing: the nonprofit rate for the farm-and-home building was listed at $250 and nonprofit midway use at $50. One commissioner cautioned against setting a precedent of free facility use, noting the county already offers a 50% nonprofit discount and must balance maintenance and staffing costs.
