Willistown Township's Board of Supervisors voted 2-0 on May 26 to approve Conditional Use Application C-01-26 for 980 Providence Road, allowing a driveway within a steep-slope and riparian buffer area under strict conditions. Solicitor Max O'Keefe and township staff facilitated a public hearing and entered the applicant's exhibits into the record before closing the hearing.
The approval is conditioned on compliance with a May 22, 2026 memorandum from Township Zoning Officer Caroline O'Connor; execution and recording of a Memorandum of Conditional Use with the Chester County Recorder of Deeds; submission and recording of a Riparian Buffer Management Plan pursuant to §76-64; replacement of 50% of the caliper inches of trees removed in the prohibitive slope area as contributions to natural-resource stabilization (not ornamental landscaping); and full conformity with testimony and all requirements of the Willistown Township Environmental Protection Ordinance, Zoning Ordinance and other applicable regulations to the satisfaction of the zoning officer.
Caroline O'Connor's memorandum and testimony informed several of the required conditions, the board said. The action implemented the township's environmental protections by making approval contingent on a recorded buffer-management plan and quantified tree-replacement obligations. Solicitor Max O'Keefe conducted the hearing procedure and confirmed that a court reporter's transcript will be maintained in the township office.
The motion to approve was made by Supervisor William R. Shoemaker and seconded by Supervisor Matthew Mccarry; the board recorded the action as passed 2-0. The decision does not change any conditions beyond those specified in the approval; staff must verify compliance before subsequent development activity proceeds.
