Manning described her interest in APHA and raised questions about the future of ownership vs. rental units in Aspen. She referenced historical data she found indicating a large share of APHA residents were older and suggested the council consider ideas such as relocation assistance to free up units for workforce housing. "There's a significant amount of people who are getting towards that retirement age," Manning said, arguing the topic deserves more data and discussion about capital reserves, repair and deed restrictions.
Council members praised Manning's persistence and community service. "In my opinion, I think, Linda deserves serious recognition and commendation," Councilmember Bill said, noting her repeated willingness to serve the community. Council and the city attorney discussed a charter constraint: certain boards are incompatible and Manning would have to resign from the Board of Adjustment if she accepted some appointments.
After interviews across multiple boards, the council prepared a slate to bring forward: reappointing Barb Pitchford to the Historic Preservation Commission, reappointing Judy Clawson to the Grants Review Committee, and recommending that Peter be moved to a regular APHA seat with Jacqueline Matthews as the alternate. Council members noted that APHA appointments are joint with the county and that the formal appointment requires the county’s concurrence; the council said they would signal their preferences at the upcoming consent calendar meeting.
Next steps: the council will place the recommended appointments on the consent calendar at the next regular meeting, and the joint APHA appointment will be coordinated with Pitkin County.
