Council approves first reading to establish two TDR certificates at 504 West Hallam

The Aspen City Council held the first reading of Ordinance 4 on Jan. 27 to establish two transferable development right (TDR) certificates for the property at 504 West Hallam Street. Planning director Dan Folk said the Historic Preservation Commission approved a conceptual major development plan and recommended issuance of two certificates; staff found the proposal meets municipal criteria in chapter 26.535 and will return with more detail at second reading.
Councilors asked procedural questions about floor area bonuses, how many certificates have been issued historically and whether there should be limits on how many TDRs a single site can send. Folk said staff has issued 120 certificates at 38 properties to date and will provide maps and a summary for the council at second reading.
The council voted to approve Ordinance 4 on first reading and set the public hearing/second reading for Feb. 24, 2026.
