Windsor board approves flagpole purchase, schedules 3% water-rate increase and authorizes payments

At its Aug. 1 meeting, the Village Board of Windsor approved several routine but consequential municipal actions, including a capital purchase, payment authorizations and a planned water-rate increase.
The board voted to buy a 45-foot flagpole from Alexander Mitchell & Son Inc. for $4,400 (purchase only; installation and labor not included). Trustee James W. Miller moved the purchase; Trustee John R. McNulty seconded the motion, which passed unanimously.
Treasurer Patricia L. Harting reported that appropriation account A7110.1 was negative and would be replenished from a DASNY grant. The board accepted the treasurer's report by unanimous motion.
The board authorized payment of vouchers totaling $37,661.41 (motion by Trustee Thomas M. Skinner; second by Trustee James W. Miller; vote unanimous).
On water rates, trustees agreed on a 3% increase to be enacted by formal resolution at next month’s meeting to help cover rising treatment costs; Mayor Ronald G. Harting moved the action and Trustee Edward C. McLean seconded it. The motion to schedule the rate increase passed unanimously, with the board noting the intent to raise rates on a biennial schedule to keep pace with costs.
Other routine approvals included purchasing mums for village barrel planters at the Garden Club's request and buying blinds for the upstairs library windows; both motions carried.
Next steps: staff will place the 3% water-rate increase on the next meeting's agenda as a resolution, and arrangements will be made to order the flagpole and schedule installation quotes.
