Staff: Primrose Park Phase 3 nearing completion; staff proposes wet pond to reuse stormwater for irrigation

City project staff told the Parks and Recreation Commission that Primrose Park Phase 3 is nearing completion and that staff will seek a contract amendment to add a wet pond for both stormwater detention and irrigation reuse.

"So right now, a couple of things that are still pending is we're doing the shade structures. The contractor is out there right now," the project staff member reported, listing bollards, flags and nearly finished bleachers as items being completed ahead of Saturday27s grand opening.

On the planned stormwater feature, the staff member said the detention pond is being designed to be "multifaceted" rather than only gray infrastructure; the amendment on the council agenda would add the wet-pond feature and related irrigation capability but requires additional engineering for pumps and aeration. Staff said the 100% design package is expected in the next few weeks.

Commissioners asked practical questions about fish stocking and docks; staff said stocking and additional amenities are possible future options but are not included in the current contract. The meeting packet and discussion also noted the city recently approved purchase of roughly 4.14 acres near Primrose Park, which staff said will be folded into a master-plan update with consultant Burdette.

Staff also reported Phase 2 contract closeout is underway with punch-list and warranty items remaining; because additional equipment is being added, some items will be incorporated into Phase 2 closeout work.
