Medina County commissioners back legislation to strengthen outlying counties’ MPO voice

During the discussion session on June 2, Commissioner Aaron M. Harrison proposed that the Medina County Board of Commissioners submit a letter of support for pending state legislation (sponsored by Representative Mike Davilla, co-sponsored by Representative Ray) that would adjust how metropolitan planning organizations (MPOs) operate in Ohio to strengthen the position of outlying counties.
Harrison told the board the provision he found most significant would create a mechanism for outlying counties to seek membership in a different MPO when appropriate. Commissioners Colleen M. Swedyk and Stephen D. Hambley voiced strong support for the concept; Hambley compared the proposed approach to a council-of-governments model, stressing voluntary membership dynamics. Harrison said he would prepare and submit the letter to meet the hearing/testimony deadline the following day.
Separately, Harrison announced the NOACA full board meeting on June 26 will be hosted at LMRE and that public participation will be available at the start and end of that meeting. He noted NOACA recently added a consent agenda to streamline meetings and said the proposed state legislation could strengthen the county's negotiating position within MPO governance structures.
