City tables TIF District 9‑1 public hearing after new adjacent application surfaces

The New Prague City Council opened a public hearing on June 15 for a proposed tax‑increment financing (TIF) district known as TIF District 9‑1 but decided to table action pending additional analysis after a new application was filed.
City staff introduced the hearing and said the original TIF was intended to fund a sidewalk through the industrial park, a requirement dating to the 2015 platting of nine industrial lots. Rebecca Curts of consulting firm Ellers told the council a separate TIF application from CVF Racing had been submitted for two nearby parcels totaling about 7.6 acres and that staff want time to analyze whether combining the requests would create efficiencies in how increment funds could be used.
The council opened the hearing to public comment. Brian Paulson, who identified himself from 206 Forest Street SW, said he questioned whether a TIF was the appropriate funding vehicle, arguing the Economic Development Authority (EDA) has existing reserves and that using TIF could shift tax revenues away from the school district and county. Paulson said, “I just don't think it's the correct application for a TIF district,” and urged careful consideration of impacts to other taxing jurisdictions.
After public comment, the council closed the hearing and agreed to table the matter until staff completes analysis of the new application and returns with a consolidated proposal and the usual fiscal‑impact information distributed to affected taxing authorities. Staff said they would republish materials and schedule another public hearing when a complete proposal is ready.
What happens next: Staff will finish the review of the CVF Racing application and determine whether to proceed with TIF District 9‑1 as originally proposed, amend it, or propose a larger combined district; any revised plan will be presented with the fiscal projections and a new public hearing.
