ODOT will fund Rt. 8 micro-surfacing in Northfield; council postpones fire-station rebid amid cost concerns

At the Jan. 12, 2022 Village of Northfield council meeting, Engineer Dan Collins reported receipt of a fully executed agreement from the Ohio Department of Transportation to micro-surface Route 8 sometime between June and September 2022; Collins said the cost of that work will be fully paid by ODOT.
Collins also said he expects to complete a cost estimate for the Coventry Drive reconstruction project soon so that the village can put the project out for bid; he reminded council that the village must authorize release of advertisement or bidding documents before staff can proceed.
Council and staff discussed the Fire Station Expansion and Renovation Project. Law Director Brad Bryan said architects will need to provide updated cost estimates and the project would have to be re-bid; because the design work had been completed roughly two years earlier, the village will owe the architect additional payment for producing updated estimates and bid documents. Councilmember Alan Hipps said he does not feel it would be prudent to request updated estimates or re-bid now given current cost uncertainties and supply-chain problems in the construction industry, and suggested waiting until prices stabilize.
The council did not make a final decision to cancel or proceed with the fire-station project at the meeting; the conversation focused on required next steps (new estimates and rebidding) and differing views on timing. Engineer Collins' account of the ODOT agreement means the Rt. 8 micro-surfacing is expected to proceed without local capital outlay when scheduled between June and September 2022.
Next steps: council must authorize advertisement and bidding for Coventry Drive once the engineer delivers a cost estimate; the fire-station project will require an updated architect estimate and a formal decision on whether to rebid or delay the project.
