Northfield council affirms firefighter promotion, awards Coventry Drive contract and accepts sewer easement; approves clerk longevity pay

At its March 23 meeting the Northfield Village Council unanimously confirmed a promotion to fire lieutenant, accepted Tri Mor Corporation's bid for Coventry Drive reconstruction (with a NEORSD cost-share authorization), approved a storm sewer easement for 103 Lowrie Blvd., authorized limited alcohol at a park event and approved a $1,075 longevity payment to the Clerk of Court.
Mayor Jennifer Domzalski called the Village of Northfield council to order at 7:30 p.m. on March 23. The council moved through routine business before taking several unanimous votes on personnel and infrastructure items.
In its first substantive action the council adopted Resolution No. 2022-23 to confirm the Mayor/Director of Public Safety's appointment of Robert Davet as a full-time lieutenant in the Fire Department. Law Director Brad Bryan read the resolution by title and Council suspended the three-reading rule before voting. The promotion is officially effective March 28, 2022. Captain Joe Zemek, standing in for Chief Jason Buss, administered the oath of office.
Council then approved two infrastructure-related resolutions. Resolution No. 2022-24 authorizes the Mayor to enter into an agreement with Tri Mor Corporation to perform the Coventry Drive reconstruction. Engineer Daniel Collins reported the Northeast Ohio Regional Sewer District (NEORSD) has provided an agreement allowing the Village to use up to $150,000 in Village cost-share funds for the Coventry Project; Collins noted the agreement and the Tri Mor bid are on the agenda. The council suspended the three-reading rule and adopted the resolution by unanimous roll-call vote.
The council also adopted Resolution No. 2022-25 to accept a storm sewer easement from the owners of 103 Lowrie Blvd., a condition associated with that property's front-setback variance. Law Director Brad Bryan read the resolution and the council approved it unanimously.
On a separate motion the council granted the Mayor's request to permit alcohol consumption at Smith Park during the Adult Easter Egg Hunt scheduled for April 8, 2022. The motion was made by Councilmember Alan Hipps, seconded by Renell Noack, and passed on a unanimous roll-call vote. The Recreation Board had announced the event would be BYOB and required advance reservations.
Toward the end of the meeting councilors entered executive session at 8:07 p.m. to discuss a personnel severance compensation matter involving the Clerk of Court. After returning to open session at 8:21 p.m., the council authorized a 2022 longevity payment of $1,075 to the Clerk of Court; the motion passed unanimously.
Other reports and announcements at the meeting included: Finance Director and Clerk Jennifer Potvin presenting the village's final budget report produced from new finance software and announcing the village will go live on a new payroll system the next pay period; Captain Joe Zemek reporting that the village's new fire engine is being painted and delivery is expected around the end of April; Service Superintendent Jason Walters saying the village will rent a dumpster for Easter events and that, under contract, the village must accept another 280 tons of salt this year; and Recreation Board plans for an Adult Easter Egg Hunt on April 8 (BYOB, advance reservations required), a Children's Hunt on April 9 and monthly "movie in the park" nights starting in June. Volunteers were asked to help stuff roughly 7,000 eggs on March 30 (with a possible follow-up on April 2). The Cemetery Board scheduled a meeting April 6 to review driveway repair bids after a grant application was unsuccessful.
The council adjourned at 8:23 p.m.
The actions taken at the meeting were procedural and administrative: confirmation of a promotion, contract authorization for a local reconstruction project with an available NEORSD cost-share commitment, acceptance of a storm sewer easement tied to a zoning variance, limited approval for alcohol at a one-time park event, and a council-approved longevity payment following an executive session on personnel.
