Northfield council approves road and water resolutions, updates parking penalties and donates a bench to veterans park

The Village of Northfield Council on April 13 unanimously approved several emergency measures tied to local infrastructure and operations and agreed to a community donation.

The meeting opened at 7:30 p.m. and began with approval of the March 23 minutes. Mayor Jennifer Domzalski said she is reviewing Nixel, an emergency-alert system, and is monitoring interest from potential new businesses.

In the evening's formal business, councilmembers adopted Resolution No. 2022-26 to enter a cost-share agreement with the Northeast Ohio Regional Sewer District for the Coventry Drive reconstruction project; Engineer Daniel Collins said the contractor is scheduled to begin work in mid-May and finish in September after a preconstruction meeting now set for April 20. Council also adopted Resolution No. 2022-28 to participate in the Ohio Department of Transportation annual road salt bid, ensuring the Village may purchase salt through the state contract.

Council advanced and adopted Emergency Resolution No. 2022-27 to support a Cleveland Division of Water variance request for the owners of 139 Vincent Avenue; the resolution was presented as assistance for the property owner and was passed after suspending the three-reading rule.

The body adopted Ordinance No. 2022-29, amending certain parking fine penalties in the traffic code. Law Director Brad Bryan explained the ordinance will allow Stow Court to process Village parking tickets; he said the Village could instead establish a local parking violations bureau but cautioned that would require a hearing officer and staff time to process contested tickets and payments, so the council opted to try Stow Court processing first.

Council also approved several routine motions: waiving residential exterior building permit fees for May’s Clean-Up Month (motion by Gary Vojtush, seconded by Alan Hipps), accepting the March 2022 Mayor’s Court disbursal report (motion by Renell Noack, seconded by Alan Hipps), and approving a $3,500 donation to Nordonia Hills Veterans' Memorial Park for a bench (motion by Renell Noack, seconded by Gary Vojtush).

Police Lieutenant Brian Zajac reported no items for the department; Fire Chief Jason Buss noted the death of former firefighter Wanda Tylicki. Planning and recreation updates included a possible May meeting on a proposed Redi-Storage expansion and a Recreation Board meeting scheduled for May 4.
