Pawnee City Council on Sept. 9 authorized submission of a Community Development Block Grant (CDBG) Public Works application seeking $480,000 to repair and repave three neighborhood streets.
The City will request $480,000 from the Nebraska Department of Economic Development and commit an estimated $135,000 in local match toward a project the presenter estimated at $615,000 in total cost. Brittany McCullough of the Southeast Nebraska Development District (SENDD) told the council the work would include pulverizing existing asphalt, incorporating it into the subgrade, and constructing new 20-foot-wide, 6-inch-thick asphalt streets to comply with Title 428. Targeted segments are E Street between 14th and 16th (665 feet), 17th Street between D and F (660 feet) and 15th Street between E and F (330 feet).
McCullough said the project is being proposed on an area basis and would benefit an estimated 55.30% of Pawnee City residents — roughly 520 people — who qualify as low to moderate income for CDBG purposes. She indicated SENDD expected to learn whether the City is awarded the grant in October.
The council moved unanimously to approve Resolution #11 authorizing the mayor and clerk to execute the application and related documents. No public objections were recorded during the hearing.
If funded, the scope includes replacing drive culverts where needed to restore positive drainage; construction-management and administration costs are budgeted within the request ($5,000 and $25,000, respectively). The council packet lists the project budget breakdown as: Streets $450,000; Construction Management $5,000; General Administration $25,000, with the remaining local match covering other costs.
The City will proceed with the grant submittal this week and expects an award decision in October; if the grant is awarded the project timeline, procurement steps and contractor selections will be set at subsequent council meetings.
