Pawnee City council approves RV ordinance first reading, equipment leases, sewer work and public-safety gear

Pawnee City’s council approved a series of routine and capital items at its Aug. 12 meeting, including an ordinance change aimed at preventing people from living in recreational vehicles, equipment leasing, sewer repairs and firefighter equipment purchases.
Ordinance: Clerk Tamela Curtis presented Ordinance #1064, drafted by City Attorney Betsy Samuelson, to add section 5-430 (Parking for Personal and Recreational Vehicles) and include a penalty provision at 5-601 allowing fines of up to $500 per violation per 24-hour period. Sheriff Braden Lang said the ordinance "should help him out a lot." The council approved the ordinance on first reading and later voted to suspend the three-reading requirement; both actions passed by roll call with all present voting in favor.
Equipment and public works: Foreman Spencer Cumley (via the clerk) recommended leasing a Cat 262D3 skidster from NMC CAT because it is a larger machine and better suited for winter work. Auditor Julie Bauman and the foreman told the clerk they favored selling the city’s current Bobcat outright rather than trading it in. Council approved a lease agreement with NMC CAT for $5,500 contingent on the city’s current attachments fitting the new machine and instructed staff to advertise selling the existing Bobcat.
Sewer project: Council approved paying Johnson Service Company $75,210 from the FY 2023–24 budget to complete slip lining Phases 3, 4 and 5; the city had already paid mobilization, televising and Phases 1 and 2 without a prior formal motion.
Roads and parks: The council approved Constructors’ proposal to do road work on E Street between 11th and 12th Streets and approved Mahoney Concrete to pour eight 20x4 camper pads at the Pawnderosa Campground, with the camper-pad work to be paid in the FY 2024–25 budget. Council Member Susan Eisenhauer reported the pool had closed for the season and that she had donated two trial game cameras and would cover initial data costs through October.
Fire equipment and community funding: The council reviewed a Feld Fire quote of $2,877 per bunker gear set and approved Asst. Fire Chief Mike Habegger ordering 16 new sets to be paid from the FY 2023–24 and FY 2024–25 fire budgets. Council also approved a $467.50 contribution to Blue Rivers Area Agency on Aging for FY 2024–25.
Routine business: The council approved regular payroll and vendor claims, reviewed the updated 1 & 6 Year Street Plan for the upcoming public hearing, and reviewed Pawnee City Assisted Living minutes. The meeting closed with council adjournment at 8:53 p.m.
