Wiscasset Planning Board hears pre-application for veterans training campus with tiny-home village

Ed Harmon presented a pre-application to the Wiscasset Planning Board on March 23 for a mixed veterans training and housing campus at Map R03, Lots 033-008, describing a training center paired with a village of energy-efficient tiny homes to support veterans’ transition to independent civilian life.

Harmon said the campus would combine comprehensive job-skills training, mental-wellness support and hands-on vocational programs with on-site services including counseling offices, childcare, workshop spaces and a 24-hour medically supported detox center. The proposal would integrate shared community amenities with private tiny-home units intended to provide affordable, dignified living for program participants.

Harmon told the board that, pending approvals, the project team aims to complete roadways, building lots and concrete slabs in 2026 and install underground utilities including water and sewer. He also said the plan calls for a 500 kW generator to provide emergency backup power to all dwellings on the site.

As next steps, Harmon said the applicant will pursue funding and grants, seek school certification where required, and commission a wetlands survey; he stated the wetlands survey will be presented to the Planning Board at a future meeting.

The board took no formal action on the pre-application during the session. Earlier in the meeting the board approved minutes from its Feb. 9, 2026 meeting (motion by Planning Board member Tony Gatti; vote 5-0-2, with Erv Deck and Vice Chairman Al Cohen recorded as abstaining). The meeting adjourned on a 7-0 vote following a motion by Gatti at 7:40 p.m.

The Planning Board will expect the wetlands survey and any permit or funding updates before scheduling further review of the site plan.
