Kennebunk boards review FY27 capital plan; managers recommend facilities study and org assessment

The Town of Kennebunk Select Board and Budget Board met Feb. 10, 2026, to review the proposed 2026'27 budget, focusing on capital projects and the funding approach for next year. Select Board Chair Miriam Whitehouse and Budget Board Chair Fred Weber presided over the joint session.
Finance Director Kayla Tierney presented a PowerPoint overview of capital projects, debt service and tax-increment financing data and said the full budget book and presentation are available on the town website. She reviewed capital improvement planning and "reiterated that the Town has historically created a 5 Year Capital Improvement Plan for Vehicle and Heavy Equipment only," noting a longer-term goal to expand that planning to all major capital asset categories.
Town Manager Bryan Laverriere told the boards he is recommending two organizational investments for FY27: an updated facilities study and an organization assessment. According to the presentation, those studies are intended to produce information that will "assist the Town in enhancing our capital improvement plan for future needs."
Tierney told the boards that "FY27 will be another year with no new debt authorizations; the total capital for FY27 is recommended to be funded through the General Fund." She also reviewed the range of funding sources available to municipalities and reiterated the town's Unassigned Fund Balance policy, saying the town is not recommending use of Unassigned Fund Balance to pay for FY27 capital requests.
No formal motions or votes on budget adoption were recorded at the session. The presentation emphasized planning steps and recommended studies that the town manager and finance staff said would inform future capital programming and long-term debt decisions.
The boards were directed to supporting documents at www.kennebunkmaine.us/budget for detailed project lists and funding assumptions. The Select Board and Budget Board will consider next procedural steps as staff incorporate the recommended studies and refine capital requests ahead of further hearings and any formal adoption process.
