Kennebunk officials outline FY27 capital plan, recommend facilities study

At a joint Select Board and Budget Board meeting on Feb. 10, 2026, Finance Director Kayla Tierney presented the town's proposed 2026—17 budget materials, focusing on capital projects, debt service and tax increment financing items.
Tierney told the boards the town has historically limited its five-year capital improvement plan to vehicles and heavy equipment and said the town would like to expand that plan to cover all major capital asset categories. Town Manager Bryan Laverriere recommended funding a facilities study update and an organizational assessment in FY27 so staff can use that information to improve long-term capital planning.
The FY27 capital requests were presented by division and, according to the presentation, the town is not proposing any new debt authorizations for FY27. Tierney said the recommended approach is to fund FY27 capital through the General Fund; the presentation noted the town is not recommending use of the Unassigned Fund Balance as a funding source for FY27 capital requests.
